Demolition subcontractor procurement

MetroLink Transit Authority invites qualified demolition contractors to submit proposals for the demolition portion of the Urban Transit Station Street Grating Rehabilitation project in the Central Station District of Bay City, California.

The work includes controlled removal of designated pavement, structural grating components, associated supports, and anchors within an active urban transit environment. The successful bidder must maintain safe pedestrian access, protect adjacent structures and utilities, coordinate required notices and submittals, control dust and noise, legally remove debris, and complete the work without interrupting transit operations.

Any exception, qualification, or assumed exclusion must be stated clearly in the proposal.

2. Instructions

Instructions to bidders

  • Review the complete solicitation, synthetic demolition drawings D-01 and D-02, specification section 02 41 00, and all issued addenda.
  • Attend the pre-bid site walk or explain in writing why attendance was not possible.
  • Field-verify visible dimensions and conditions and submit discrepancies through the written RFI process.
  • Submit one signed proposal in PDF format with the completed bid form and required attachments.
  • Price the defined scope as a complete lump-sum package and provide the requested unit prices.
  • Identify all exclusions, assumptions, alternates, substitutions, and schedule constraints.
  • Do not rely on verbal direction. Only written addenda modify the solicitation.
  • Maintain proposal validity for 60 calendar days after the bid due date.
Coordinator control: Record questions, addenda, acknowledgements, required documents, receipt times, and completeness. Authorized procurement and project personnel determine responsiveness and award.

4. Scope definition

Description of scope of work

The demolition subcontractor shall furnish the labor, supervision, tools, equipment, temporary controls, transportation, disposal, documentation, and incidental materials required to complete the following work:

  1. Preconstruction planning: Review drawings and specifications and submit a demolition plan covering sequence, methods, equipment, pedestrian controls, utility protection, salvage, disposal, and emergency contacts.
  2. Permits and notices: Obtain assigned permits and licenses, coordinate hauling and disposal, provide notices, and confirm utility-marking procedures.
  3. Temporary protection: Install and maintain barriers, barricades, warning signs, lighting, temporary bracing, and other required protections.
  4. Pedestrian and traffic coordination: Submit routing and control plans and maintain safe pedestrian passage.
  5. Environmental controls: Provide dust suppression, noise control, vibration monitoring, and orderly housekeeping.
  6. Saw-cutting and removals: Remove pavement, grating assemblies, anchors, saddles, plates, collars, bars, and indicated components within the demolition limits.
  7. Anchor treatment: Cut anchors flush where permitted, remove conflicts, and fill abandoned holes with the specified grout system.
  8. Utility coordination: Protect known utilities and perform identified disconnect, cut, cap, or plug work only after authorization.
  9. Backfill and repair: Backfill demolition voids and repair finishes damaged by the work.
  10. Salvage and disposal: Protect salvage items, remove waste promptly, use approved facilities, and provide haul tickets.
  11. Final cleanup: Clear debris, submit required records, and leave the area ready for following work.

5. Boundary control

Scope clarification rule: Questions must be submitted before the RFI deadline, and proposal exceptions must be explicit.
